Job Title: Utilities Commissioning Superintendent – Offshore Water Injection ProjectKBR Abu Dhabi PMC Team is currently looking to fill a position of Utilities Commissioning Superintendent for an Offshore Project to be based in UAE ( Abu Dhabi) in Office + Offshore Site role on 6 weeks on/ 3 weeks off rotation.Job PurposeThe Utilities Commissioning Superintendent is responsible for leading and managing the commissioning, start-up, testing, and handover of all utility systems associated with the Offshore Water Injection Project. The role ensures that utility systems are commissioned safely, efficiently, and in accordance with project specifications, company standards, and operational requirements.The position oversees commissioning activities related to power generation and distribution, instrument air, service air, nitrogen systems, diesel systems, HVAC, water systems, firewater systems, drainage systems, telecommunications, and other supporting infrastructure required for successful operation of water injection facilities.Key ResponsibilitiesCommissioning LeadershipLead the commissioning and start-up activities for all utility systems during pre-commissioning, commissioning, start-up, and handover phases.Develop and execute commissioning strategies, procedures, schedules, and work plans.Ensure commissioning activities are completed safely, on schedule, and within project objectives.Coordinate commissioning activities between EPC contractors, vendors, construction teams, and operations personnel.Support project management in achieving mechanical completion, ready-for-start-up, and project handover milestones.Utility Systems CommissioningDirect and supervise commissioning activities for:Electrical UtilitiesPower generation systems.Medium and low-voltage switchgear.Transformers.UPS systems.Battery systems.Electrical distribution networks.Emergency power systems.Mechanical UtilitiesInstrument air systems.Service air systems.Nitrogen generation and distribution systems.Diesel storage and transfer systems.HVAC systems.Freshwater systems.Potable water systems.Utility water systems.Cooling systems.Process & Facility UtilitiesFirewater systems.Deluge systems.Drainage systems.Sewage treatment systems.Oily water systems.Chemical dosing utility systems.Closed and open drain systems.Telecommunications & Control SystemsCommunication systems.CCTV systems.PA/GA systems.Marine communication systems.Control room support systems.Utility-related control and monitoring systems.Planning & ExecutionReview commissioning procedures, test packs, and system boundaries.Participate in systemization and completion management activities.Ensure punch lists are effectively managed and closed.Coordinate utility system flushing, cleaning, pressure testing, drying, energization, and functional testing.Verify readiness of systems before introduction of hydrocarbons and process fluids.Monitor commissioning progress and recommend recovery plans where required.Vendor & Contractor ManagementCoordinate vendor representatives during equipment commissioning and performance testing.Review contractor commissioning deliverables and ensure compliance with project requirements.Manage contractor commissioning teams and specialist service providers.Ensure equipment warranties and preservation requirements are maintained during commissioning.Handover & Start-Up SupportSupport integrated start-up activities for offshore water injection facilities.Ensure systems achieve operational acceptance and performance guarantees.Coordinate subsystem and system handovers to Operations.Prepare handover dossiers, commissioning records, and final acceptance documentation.Support operations personnel during start-up and stabilization phases.Safety, Quality & CompliancePromote and maintain a strong safety culture throughout commissioning activities.Ensure compliance with: Company HSE StandardsOffshore Safety RegulationsPermit to Work (PTW) SystemsSIMOPS RequirementsProject Commissioning ProceduresInternational Industry StandardsLead commissioning risk assessments, toolbox talks, and safety reviews.Participate in incident investigations and implementation of corrective actions.Ensure commissioning activities meet quality and performance requirements.Interface ManagementCoordinate interfaces between: ConstructionMechanical CompletionPre-CommissioningCommissioningStart-UpOperationsMaintenanceVendorsEPC ContractorsResolve commissioning conflicts and ensure efficient execution across disciplines.Reporting & DocumentationPrepare daily, weekly, and monthly commissioning reports.Monitor commissioning KPIs and system completion status.Maintain commissioning databases and completion management systems.Ensure accurate recording of commissioning tests, inspections, deficiencies, and resolutions.Provide management updates on risks, progress, and readiness status.QualificationsBachelor's Degree in Mechanical Engineering, Electrical Engineering, Instrumentation Engineering, Process Engineering, or a related discipline.Professional engineering certification is preferred.Commissioning and start-up certifications are advantageous.ExperienceMinimum 18-22 years of oil & gas industry experience.Minimum 7 years in commissioning and start-up roles for offshore facilities.Demonstrated experience on large EPC offshore projects.Experience commissioning offshore utilities associated with: Water Injection FacilitiesOffshore PlatformsProduced Water SystemsGas Processing FacilitiesUtility Infrastructure SystemsPrevious Middle East offshore project experience is preferred.Technical SkillsStrong understanding of utility systems commissioning methodologies.Experience with mechanical completion and commissioning management systems (ICAPS, WinPCS, COMPLEX, MCPlus, ProCoSys, or similar).Knowledge of offshore operations and start-up processes.Understanding of electrical, mechanical, instrumentation, and control systems.Ability to interpret P&IDs, Cause & Effect diagrams, Single Line Diagrams, Process Flow Diagrams, and system boundaries.Familiarity with commissioning documentation and turnover processes.Strong planning, troubleshooting, and problem-solving capabilities.Knowledge of Industry StandardsAPI StandardsIEC
