Job Description

OverviewMicrosoft Business Operations (MBO) Operations Service Center (OSC) is seeking a senior individual contributor to establish and drive the governance framework for external resource (XR) spend across EEO. This role serves as a strategic governance leader responsible for creating consistency, transparency, and accountability across supplier governance, contract compliance, spend controls, policy adherence, and external workforce optimization. Operating under the principle of Central Discipline, Distributed Accountability, this role establishes the governance mechanisms, controls, reporting, and compliance framework that enable EEO leaders to make informed decisions while ensuring supplier investments are managed consistently, compliantly, and in alignment with Microsoft priorities. The role partners closely with EEO leadership, Finance, Procurement, Legal, HR, and strategic suppliers to strengthen operational rigor, reduce risk, improve supplier performance, and maximize value from external resource investments across the organization.ResponsibilitiesSupplier GovernanceLead governance for strategic and cross-EEO suppliers.Establish supplier segmentation and tiering frameworks.Drive supplier performance management, scorecards, QBRs, and recovery plans.Identify and drive opportunities for supplier consolidation and optimization.Ensure alignment with EEO supplier strategy and operating model. Contract & Compliance GovernanceDrive consistency in SOW, contract, and commercial structures.Ensure adherence to procurement, legal, and outsourcing policies.Identify and mitigate contractual, operational, and compliance risks.Review and challenge supplier engagements for alignment to governance standards. Spend Controls & Financial StewardshipEstablish and enforce XR spend governance frameworks.Monitor spend trends, forecasts, commitments, and savings realization.Drive PO compliance and spending discipline.Partner with Finance to identify anomalies, leakage, and optimization opportunities.Support annual planning, forecasting, and budget reviews. Policy & Operating Model LeadershipDevelop and evolve governance policies and standards.Drive adoption of FTE-first, supplier segmentation, and spend control principles.Lead cross-functional governance reviews and executive reporting.Provide strategic recommendations to senior leaders regarding supplier investments and resource allocation.QualificationsRequiredMaster's Degree in Engineering, Business, or related field AND 4+ years process management, process execution, process optimization, or related experience OR Bachelor's Degree in Engineering, Business, or related field AND 6+ years process management, process execution, process optimization, or related experience OR equivalent experience. Preferred8+ years’ experience in vendor management, sourcing, procurement, supplier governance, finance, business operations, or consulting.Experience managing complex supplier ecosystems and commercial relationships.Strong financial acumen and ability to analyze spend trends and business cases.Proven ability to influence senior stakeholders without direct authority.Experience operating in highly matrixed global organizations.Experience with outsourced operations and managed services environments.Knowledge of procurement, contracting, compliance, and risk frameworks.Experience driving enterprise-scale transformation, optimization, or cost management programs.Familiarity with AI, automation, and productivity-led operating model changes. Process Management IC5 - The typical base pay range for this role across the U.S. is USD $116,900 - $203,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $148,400 - $222,600 per year. Required Qualifications
