OverviewThe Process and Tooling team within Cloud Interconnection & Acquisition (CIA) Network Fiber is dedicated to streamlining and scaling how fiber projects are planned, sourced, delivered, and managed across global regions. We partner closely with sourcing, delivery, engineering, operations, geographic information systems, and regional stakeholders to transform complex workflows into efficient, standardized processes and practical tooling solutions. Our mission is to enable teams to work more effectively, improve visibility and consistency, and drive successful outcomes across the fiber lifecycle.We are seeking a Technical Program Manager to drive process optimization, tooling transformation, and intelligent automation initiatives that accelerate operational excellence across global cloud and network infrastructure. This role sits at the intersection of business process improvement, AI adoption, product and tooling strategy, and automation engineering.In this role, you will help identify, develop, and scale AI-powered capabilities, process enhancements, and tooling solutions that enable operational workflows, improve data quality, accelerate delivery, increase cost efficiency, and support better business decisions. Each day we build on our values of respect, integrity, and accountability to create a culture of inclusion where everyone can thrive at work and beyond.ResponsibilitiesAnalyze, map, and optimize end-to-end operational processes across network sourcing, inventory management, planning, fiber lifecycle management, and engineering workflows.Identify opportunities to simplify operations, eliminate inefficiencies, standardize practices, and reduce cycle times at scale.Partner with CIA and our partner teams to ensure integrated, scalable tooling solutions aligned to business priorities.Support system modernization initiatives to ensure platforms and tools effectively meet evolving business and operational requirements.Act as a connector between business owners and engineering teams, and AI/data science resources.Support the design, development, and deployment of agents and tooling changes that support operational workflows.Support deployment, monitoring, and continuous improvement of AI and automation solutions in production environments.Develop and maintain technical documentation, process guidance, operational readiness materials, and knowledge-sharing resources.Drive AI change management initiatives that increase AI literacy, adoption, and responsible use across teams, while fostering an AI-first, growth mindset culture aligned with Microsoft’s Responsible AI principles, security requirements, and governance standards. QualificationsRequired Qualifications:Bachelor's Degree AND 2+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.1+ year(s) of experience managing cross-functional and/or cross-team projects.Other Requirements:Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.Preferred qualifications: 3+ years in program management, process improvement, automation, or operations.Experience working in cloud, data center, telecommunications, or large-scale network infrastructure environments.Hands-on experience with AI technologies and productivity tools, including Microsoft Copilot and Copilot Studio.Experience with 3GIS or other fiber inventory and asset management platforms.Advanced proficiency with Microsoft 365 tools, including Excel for analyzing financial, operational, and performance data.Experience applying process improvement methodologies such as Lean, Six Sigma, value stream mapping, or similar frameworks.Knowledge of carrier networks, fiber delivery, outside plant engineering, or telecommunications infrastructure.Lean six sigma certification or PMP.Experience with Microsoft Dynamics or similar enterprise systems.Familiarity with AI readiness assessments or enterprise AI frameworks.#COICareers Technical Program Management IC3 - The typical base pay range for this role across the U.S. is USD $102,100 - $202,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $133,800 - $219,200 per year. Required Qualifications
