Job Description

Oracle Cloud Infrastructure (OCI) is seeking a highly strategic, self-driven Senior Principal Program Manager to lead business operations programs supporting GPU platform, infrastructure, and data center growth. This IC5 role drives operating rigor, cross-functional alignment, planning, and executive visibility across a fast-paced, global organization at the forefront of AI infrastructure delivery. As a Senior Principal Program Manager, Business Operations, you will partner with engineering, construction, capacity planning, finance, supply chain, operations, and product teams to translate business priorities into clear, measurable execution plans. You will establish operating mechanisms that enable leaders to make informed decisions, manage dependencies and risks, and deliver critical infrastructure initiatives at scale.You will own complex, ambiguous programs from strategy through execution - defining scope, building integrated plans, tracking performance, surfacing tradeoffs, and driving accountability across teams. Success in this role requires exceptional business judgment, analytical rigor, executive communication, and the ability to influence without direct authority. Key ResponsibilitiesLead cross-functional business operations programs supporting OCI infrastructure, GPU platform, and data center initiatives.Lead headcount planning, workforce management, and resource allocation processes across supported organizations, ensuring alignment to strategic priorities, delivery commitments, and financial plans.Develop strategic forecasts for workforce demand, hiring needs, organizational capacity, and operational readiness across short- and long-range planning horizons.Partner with finance, HR, recruiting, engineering, and business leaders to translate business plans into actionable workforce and investment strategies.Establish mechanisms to track headcount, hiring progress, attrition, contractor/vendor utilization, organizational capacity, and related workforce risks.Drive annual operating planning, quarterly business reviews, and recurring forecasting cycles, including scenario modeling and leadership decision support.Build executive-ready dashboards and narratives that communicate workforce trends, hiring progress, budget alignment, operational performance, and key tradeoffs.Identify and implement process improvements that increase planning accuracy, operational efficiency, and accountability across workforce and business-management processes. Minimum QualificationsBachelor’s degree in Business, Finance, Operations, Engineering, Computer Science, or a related field; equivalent experience considered.12+ years of experience in program management, business operations, strategy and operations, management consulting, or a related function.Experience leading complex, cross-functional programs in a large-scale technology, cloud, infrastructure, or data center environment.Demonstrated ability to drive execution across technical and non-technical teams without direct authority.Strong analytical and problem-solving skills, with experience using data to support operational decisions and executive recommendations.Excellent written and verbal communication skills, including experience preparing executive-level updates and business reviews.Proven ability to navigate ambiguity, manage competing priorities, and deliver results in a fast-paced global environment.Strong business judgment and a track record of building trusted partnerships with senior leaders and cross-functional stakeholders.Preferred QualificationsExperience supporting cloud infrastructure, AI/GPU platforms, data center delivery, capacity planning, supply chain, or large-scale infrastructure operations.Experience with OCI, AWS, Azure, Google Cloud, or related cloud infrastructure environments.Experience with financial planning, investment planning, resource planning, forecasting, or operational performance management.Experience designing operating models, governance processes, dashboards, and scalable business mechanisms.Advanced degree in Business, Operations, Engineering, or a related discipline.
