The pay range is $73,000.00 - $132,000.00Pay is based on several factors which vary based on position. Your passion for learning the business, collaborating with others and building relationships with senior leaders and key business partners that you support will be essential to tackling the ever-changing legal and risk-based challenges we face in a dynamic and fast-paced retail environment.A role in Environmental Compliance and Ethics means working in an area that will support efforts to identify, prioritize, and minimize areas of risk for Target Stores, Supply Chain, and Headquarters facilities.In this role, you will be the enterprise owner for Target’s wastewater compliance programs, responsible for ensuring compliance with federal, state, and local wastewater quality regulations across a large, distributed portfolio of facilities. You’ll lead the strategy, execution, and continuous improvement of wastewater permitting, reporting, and inspection readiness, while partnering closely with internal teams, consultants, and regulators to support operational excellence and Target’s sustainability goals.As a Senior Program Owner – Wastewater Programs, you will:Wastewater Compliance Program OwnershipResponsible for managing and evolving Target’s wastewater compliance programs.Ensure compliance with Clean Water Act (CWA) requirements and applicable state and local wastewater regulations and sewer use ordinances.Permitting & Regulatory ReportingOwn processes for obtaining, maintaining, and renewing wastewater permits and across federal, state, and local jurisdictions.Oversee preparation and submittal of wastewater-related regulatory reports, such as grease interceptor maintenance reporting.Ensure permit conditions and regulatory requirements are clearly documented, communicated, and reviewed annually for accuracy and applicability.Issue Management & Regulatory SupportIdentify, assess, and escalate complex wastewater compliance issues related to permitting, inspections, enforcement actions, or operational changes.Serve as a subject matter expert during wastewater regulatory inspections, including preparation, agency engagement, response development, and follow-up actions.Program Modernization & Risk ReductionUse performance data, inspection trends, and operational insights to identify compliance risks and drive program improvements.Partner with internal teams to standardize processes, improve documentation, and enhance inspection readiness across the enterprise.Cross-functional PartnershipCollaborate with Properties, Store Operations, Distribution Centers, Engineering, and external consultants to ensure wastewater compliance requirements are integrated into capital projects, equipment installations, and operational changes.Coordinate wastewater program requirements with related environmental programs where wastewater impacts intersect.Regulatory & Industry ExpertiseMaintain deep knowledge of evolving wastewater regulations, permitting, and best practices through regulatory monitoring, training, and participation in industry groups such as RILA and NAEM.Translate complex regulatory requirements into practical guidance for internal stakeholders.Training & CommunicationDefine wastewater compliance training needs and support development of clear guidance, tools, and job aids in partnership with training teams.Communicate wastewater compliance expectations to field teams and program partners in a clear, actionable way.Strategic Planning & LeadershipSupport prioritization of wastewater compliance initiatives, resource planning, and risk mitigation strategies across the portfolio.Lead or contribute to cross-functional teams while fostering a positive, inclusive team culture aligned with Target’s values of Inclusivity, Connection, and Drive.Other DutiesPerform additional responsibilities as needed to support the environmental compliance function and broader business objectives.About You:Bachelor’s or Associate degree in environmental science, environmental engineering, or a related fieldMinimum of 2 years of experience in environmental compliance, with demonstrated focus on wastewater quality programsStrong working knowledge of wastewater regulations under the Clean Water Act, including wastewater assets, permitting, and regulatory reportingExperience interacting with state and local wastewater regulatory agenciesExcellent written and verbal communication skills, with the ability to explain technical requirements to diverse audiencesHighly organized and detail-oriented, with the ability to manage multiple programs and priorities simultaneouslyCollaborative, solution-oriented mindset with strong analytical and problem-solving skillsProficiency in Microsoft Office tools (Outlook, Word, Excel, OneDrive, PDF, SharePoint)This position will operate as a Hybrid/Flex for Your Day work arrangement based on Target’s needs. A Hybrid/Flex for Your Day work arrangement means the team member’s core role will need to be performed both onsite at the Target HQ MN location the role is assigned to and virtually, depending upon what your role, team and tasks require for that day.
