Key takeaways

  • A salary certificate is a letter from your employer, on company letterhead, signed and dated, stating who you are, your job, your joining date and your salary. A salary slip is a monthly statement; a certificate is issued on request.
  • No central law fixes its format. The law does require wage slips (Code on Wages, 2019, section 50(3)), so a slip is the document you are entitled to, and the certificate is a courtesy letter most employers issue on request.
  • The asker decides what it must say. One real visa checklist we read wants the signatory’s name and position, your position and salary, years of service, approved leave and company stamp. A bank often wants only slips and statements.
  • ICICI Bank’s personal-loan list asks salaried applicants for 1 month of salary slips and 3 months of bank statements, not a salary certificate. Check the asker’s own list before you chase HR.
  • Form 16 is becoming Form 130 from tax year 2026-27. The certificate you collect for 2025-26 is still Form 16.

Most pages for “salary certificate format” are Pinterest boards, Scribd uploads and template-site downloads that hand you a letter without saying who asks for it, what they check or which of three similar documents you actually need. This guide starts from what the asking bodies publish, and ends with a free generator that drafts the letter for HR.

What a salary certificate is, and how it differs from the documents it gets confused with

Five documents get asked for in the same breath. They prove different things, and a request for “salary proof” can mean any of them.

DocumentWhat it isWho issues itUsually asked by
Salary certificateA letter on company letterhead summarising your employment and salaryHR, payroll, finance or an owner, on requestEmbassies, some lenders, landlords

Plain-language comparison. Definitions follow HR-vendor guidance (FactoHR, Hive Payroll) and the Income Tax Department’s description of Form 130.

Does your employer have to give you one?

The law you can rely on is about wage slips, not salary certificates. Section 50(3) of the Code on Wages, 2019 says: “Every employer shall issue wage slips to the employees in such form and manner as may be prescribed.” The Ministry of Labour notified the four labour codes, including the Code on Wages, on 21 November 2025, and the Code replaces the Payment of Wages Act, 1936.

We did not find a provision in the Code that requires an employer to issue a salary certificate. HR-vendor guidance says the same: no single centrally mandated format exists, and the document is not strictly mandatory under central law, but it carries real weight because banks and embassies treat the employer’s signed statement as evidence. In practice most employers issue one when asked, usually within a few working days, so the right move is to ask in writing and say what it is for.

What every salary certificate should contain

  1. Company letterhead. Legal name, registered address and contact details. Most requests say “on company letterhead” or “official company paper”.
  2. Date of issue. Requesters prefer a recent letter. HR-vendor guidance puts the usual preference at the last 3 to 6 months, and the asker has the final say.
  3. Your details. Full name exactly as in payroll and on your passport or PAN, employee ID if you have one, and designation.
  4. Date of joining. From this the reader works out your years of service, which the visa checklist below asks for by name.
  5. Salary. State whether the figure is gross or net, and monthly or annual. If you list a break-up (basic, HRA, allowances, deductions), the total must match your slips.
  6. Purpose line. “Issued at the employee’s request for submission to a bank” or “with a visa application”. It stops the letter being reused for something it was not meant for.
  7. Signatory. Name and position of the person signing, a signature, and the company stamp or seal.

When a salary slip or bank statement is enough

Chasing HR for a certificate you will not need is a common waste of a week. Look at what the asker publishes.

Who is askingWhat the published list saysSalary certificate?
ICICI Bank, personal loan, salariedSalary slips for the last 1 month, bank statements for the last 3 months (where salary is credited), identity and address proof, photographsNot on the list
VFS Global Estonia, business and short professional visit, employeeBank statements for the last 3 to 6 months, and an employer letter with stamp, signature, date, the signatory’s position, your position and salary, years of service and leave approvalAn employer letter, which is this document
Income-tax return, salariedForm 16 until tax year 2025-26; Form 130 from tax year 2026-27No, the TDS certificate
ICICI Bank personal-loan documentation page (official, read 5 Oct 2026) and VFS Global Estonia checklist (official, read 5 Oct 2026). One bank and one visa centre are not every bank and embassy.

For a credit card, a rented flat or a loan from an NBFC, ask the person or the application form for the list. If it says “salary proof”, send slips and a bank statement first, and offer the certificate if they say it is not enough.

How to ask HR, and what to do if it is delayed

Send one short email, say what it is for and by when, and attach your draft. Two lines of context save a round of questions.

email to HR
Subject: Request for salary certificate (needed by 15 October)

Hello,

Please could you issue a salary certificate on company letterhead for my [visa application / loan application / rental agreement]. I need it by 15 October.

I have attached a draft with the details as they appear in my payslips, in case it saves you time. Please correct anything that does not match payroll.

Thank you,
Asha Verma
Employee ID 20418
  • Ask in writing and keep the email. If it is delayed, you have a date to point to.
  • Name the deadline and the reason. “Visa appointment on 22 October” gets done faster than “need salary proof”.
  • If HR is slow, follow up once with the same thread, then write to your manager or the HR head.
  • If HR will not issue a certificate at all, ask for your salary slips (which the Code on Wages requires employers to issue) and a bank statement, and check whether the asker accepts those.
  • Check the signed copy before you leave: name, joining date, salary figure, signature, stamp and date.

Common mistakes before you submit it

  • No signatory position. The visa checklist wants the signing officer’s name and position, not a signature alone.
  • Unclear salary basis. “Rs. 85,000” could be monthly or annual, gross or net. Say which.
  • Figures that do not match your slips. If the certificate and slips differ, expect questions.
  • Name spelled differently from your passport or PAN. Ask HR to use the spelling on the document you are applying with.
  • An old letter. Banks and visa offices prefer recent ones; request a fresh letter close to the application.
  • Not in English. The VFS checklist asks for the employer letter in English.
  • Skipping the stamp. Where the checklist says “with stamp”, an unstamped letter does not meet it.

Salary certificate FAQs

Is a salary certificate mandatory for employers to issue?

We found no provision in the Code on Wages, 2019 that requires it. What the Code does require, in section 50(3), is that employers issue wage slips. Most employers issue a certificate on request, so ask in writing and state what it is for.

What is the difference between a salary certificate and a salary slip?

A salary slip is a monthly statement of earnings, deductions and net pay. A salary certificate is a signed letter on letterhead that summarises your employment and salary, issued when you ask. Banks often accept slips alone; embassies tend to want the letter.

What should a salary certificate contain?

Company letterhead, issue date, your name, designation and employee ID, date of joining, salary stated clearly as gross or net and monthly or annual, a purpose line, and the signatory’s name, position, signature and stamp.

Who signs a salary certificate?

An authorised signatory such as the HR head, finance head or an owner, using genuine payroll records. Include their name and position, since visa checklists ask for it.

How recent does a salary certificate need to be?

HR-vendor guidance says banks and visa offices usually prefer one issued within the last 3 to 6 months, and some accept up to a year. The requester decides, so check their list.

Do banks ask for a salary certificate for a personal loan?

ICICI Bank’s published list for salaried applicants asks for 1 month of salary slips and 3 months of bank statements, with no salary certificate. Other lenders differ, so check the one you are applying to.

Is Form 16 the same as a salary certificate?

No. Form 16 is the annual TDS certificate showing tax deducted on salary. From tax year 2026-27 it is replaced by Form 130 under the Income-tax Act, 2025. A salary certificate is a letter about your employment and pay.

Can I write my own salary certificate?

No. Only the employer can issue it. You can send HR a draft with the details to speed things up, but the company has to verify, sign and stamp it.
